Sir,

I am directed by the Board of Trade to refer to your letter of the 20th ultimo (9608/08), transmitting a copy of a despatch received from the Governor of Hong Kong upon the subject of certain criticisms on the Life Insurance Companies Ordinance 1907 submitted to him by the China Mutual Life Insurance Company Limited, and requesting that the Secretary of State for the Colonies might be furnished with the Board's observations upon the various questions involved.

In reply thereto I am to state, for the information of the Earl of Crewe, that all the documents have been referred to the Board's Actuarial Adviser with instructions to report thereon, and a copy of a Memorandum prepared by Mr Ackland is forwarded herewith to be laid before his Lordship.

I am at the same time to say that, since the receipt of the papers in this Department, the China Mutual Life Insurance Company has made the deposit under the Imperial Life Assurance Acts 1870 to 1872 referred to in Clause 33 of the Ordinance in question.
